This is with primer and blended out with a beauty blender. I use Elf Tone adjusting primer and the Camp CC cream I believe it’s called

Are you waiting for your primer to completely dry before applying CC? Give it like 10 minutes to dry. Additionally, I find Elf to be a terrible quality brand. I don't know why people like it, maybe just because it's cheap. But higher quality products equal higher quality results. If you look at the reviews for this product on Ulta, a lot of people have the same problem with it.

Some things that have helped me is derma, planing, and no your hair does not grow back, thicker and darker! If you are using a water-based foundation, then you should be using a water-based primer. Oil based foundation, then you should be using an oil based primer. I also use first aid beauty facial radiant pads before any primer or moisturizer and it makes a huge difference for me
