Sexual harassment at work?

So I’ve been at this company for 10 years as of most recently in the last 5 years as a server and night manager. I’ve also worked in the kitchen as a cook, baker, salad line, almost any job you could have there. Recently, about 2 months ago, we have hired a line cook who has made comments that elude him wanting to have a 3some with me and his wife, makes any sexual joke he can to me example me: talking about wet ramekins “I hate when they’re wet” him: “don’t say it don’t say it.. I love when they’re wet”, or when I asked for a pickle for a Bloody Mary “so you want my pickle?” Stuff like that. On top of the sexual jokes and comments eluding he wants to have a 3some with me.. he is also impossible to work with. Nothing is ever his fault, he messes up the communication in the kitchen because he only talks over people, he’s rude, and does not follow directions from anyone other than our head chef. Not me the night manager, not my manager, not the sous chef. So I talked to HR. They had a meeting with him and nothing happening. Last night I came into work pissed having to work with him again except this was after his meeting and he knew it was me who complained. So most of the night he did not speak to me. Which is perfect. I can do my job a lot easier if he just doesn’t talk cuz his mouth is the biggest issue here. But towards the end of the night anytime I would say something to the kitchen, when I walked out I heard snarky comments about me. The last one sent me over the edge and I ended up crying after I stood up for myself. It was past closing and the kitchen was ready to go and all cleaned up. I went to the dessert chef and asked if it was okay for my table to order dessert. He said yes and I walked out of the kitchen. It was followed by the other chef saying “who fucking cares it’s your tables why do I give a fuck if they order dessert.” And the comments were like that the whole end of the night. I went back in the kitchen and said “I am trying to be courteous to your staff because I know it’s past close, but if you want to act like that then fine” and I walked out and cried due to the stress of the whole situation. I told my boss about it all and she called Hr again. And was pretty much told nothing was going to be done. And that if he’s fired we would have to close for dinner. And to just not schedule me when he’s scheduled. What should I do here? There are 3 chefs now who saw the whole thing, and 2 at the company who refuse to work with him now. In my 10 years at this company I have never complained to HR. I’ve not liked many people. I have a list of conplaints about a lot of previous staff. But have never went to HR. I don’t understand why this isn’t taken seriously and why someone who is hard to work with, perverted, and straight up disrespectful is being held to more value.
