My daughter is 13 months and she tried horizon organic regular and lactose free horizon but it caused serious stomach issues. Any other milk recommendations?

I would give A2 milk a try. A lot of people have issues with A1 casein protein, which is found in most dairy products in the US. It's unlikely that lactose is an issue at this young, so lactose free milk probably won't be helpful.
