Any doctors or nurses on here? My MIL is having almost daily mini-strokes and we can't figure out why

She's been to the ER four times this week and each time they tell her that her CT showed another mini-stroke and that it will go away if she just rests

She is blacking out and rambling when talking, like she's on caffeine or something.

I can't find a single thing on Google or anything to match what she's saying. She has no stroke symptoms and when she rambles sometimes it's like she's roasting you and calling you names.

None of this makes sense but my husband and I live several hours away from her and need to decide now if we should start the process of moving closer to look after her or if she should look into a nursing home. She's 68.

EDIT: So she had another "episode" today that was really bad and my husband flew down to be with her. She's been admitted but my husband said she's on a mental health ward which doesn't make sense and none of the doctors will talk with him. They keep saying that my mother-in-law won't allow them to share information with him There was a conversation where I was on video call with them and the doctor kept saying that he needed to talk to my mother-in-law privately because that's what she had said earlier, but my husband kept telling the doc that he can talk to him and my mother-in-law said yes share with my son.

She's not walking or anything now and my husband is trying to get her records but they won't release them unless my mother-in-law signs that she wants them released.
