Would they still give him visitation?

I went to court with my baby dad last Monday. He wanted visitation but I brought up that he has untreated mental health conditions that pose a risk to our children. He confirmed that he is untreated so they ordered that he has to do a psychological evaluation. I thought he would’ve done it right away because he made it sound like he would get it done quickly to the referee, but I haven’t seen anything in the mail and he only has a few days left. So I’m kinda assuming he won’t do it (he’s extremely flaky, spent all of court blaming his mental health on me, AND doesn’t like when things get done/said that are outside of what he wants, so I wouldn’t be surprised). If he doesn’t do it, will they change the decision they made and deny his motion for parenting time? Or allow visitations with heavy stipulations?
