Neighbor hotboxing apartment daily and i’m fed up

Would you call the cops if you have a baby in live in a apartment and your downstairs neighbor keeps hotboxing his apartment for hours everyday and the smell is so strong you can’t use your AC or Heat and have to close vents, light candles and none of those measures won’t work because he’s smoking so heavy. I’ve been coughing more recently, having headaches and nauseous from it. Called the apartment management and they lied to us saying they don’t have a no smoking policy when it’s literally in our lease and also lied to us saying it is legal when weed has never been legal in my state. What should I do ?
