Nose crease skin care

I use vaseline on eczema spots around chin and mouth lines area is where i flare up something about the summer time months is when i flare up themost. I use Neutrogena face wipes to remove dirt oil makeup and thats all. What can i do to have a fresh face like one that feels clean I often times have oil build the crevice / the corners of my nose the crease of the nostrils and when i dab with paper towel the oil build up gives off that acne redness and has like a oily look what can i use on those creases hot spots to dry it out or cleanse . What does a toner do ..or astringent?
