Cheating?

my s/o plays gta and streams. And if you don’t know you can interact with other people on there and have phones pretty much like real life. He has a character on there and I just heard him flirting & asking a girl for her number. Inside the game though so it’s not his real number but it’s still a real person. Is this considered cheating???

Only reason I’m on the fence is because she’s still a real person and it could lead to interaction outside of the game
