What is causing this and how to cure/handle?

My 16 month developed some itchiness last year, and it was just around her belly/rib and behind her knees (it used to be red). I thought it was caused/ignited by MIL washing her clothes in regular detergent and using scented fabric conditioner (against my wishes and advice). We took her to the paediatrician who suggested it was mild eczema.

At the time I saw the doc, I was bathing baby in oilatum bath solution and a little junior bath bubbles, and using the oilatun junior cream. Doctor advised I continue but to also use Eumovate on her skin whenever it would flare up, and to use an emollient to bath baby (he prescribed one in a green pump bottle). For the first week, this worked brilliantly. But now I’ve observed it seems to have spread and so I’m applying it in A LOT of her body when there’s a flare up and the flare up is happening every other day or so.

What can I do (aside feom visit the doc again, which I’ll do once the weekend is over).
