Any hacks for keeping babies room cool?

Baby is 7 months old, his room is 30c, we have left all curtains and blind shut, opened windows this evening, put a fan on with ice packs in front of it but it’s still so hot.

He’s in a nappy and 0.5 tog sleeping bag- we have to keep in a sleeping bag really because his legs get stuck in the cot (he moves lots in his sleep).

Anyone have any tips and tricks for keeping the room cooler? He’s waking up very frequently atm from it
