Is this enough to report her for animal neglect?

My sister whom I’ve only known for 3 years is super neglectful to her animals now that she has a boyfriend. She only goes home to check on them once a week. She has a large dog and a cat. The dog is extremely untrained and can’t even be walked on a leash. Her other sister lives there too part time since she is an over night nurse. She comes once a day to take him out and feed the animals for her most of the time. They have fleas so bad that all his hair is missing on his back end. Her house is so nasty and infested with feces since the dog stays in the apartment alone for sometimes days at a time without being taken out. She does leave the patio door open for him to go in and out outside at least (it’s a very small apartment patio, no lawn) She treated the fleas on him one time and then stuck him back in the apartment and left him there for atleast two weeks without checking on him to make sure the fleas were gone, just having her sister stop by and feed him. When she went back his skin was so raw some of it was bleeding. She says she just doesn’t have time to treat the house for the fleas so she can’t get rid of them because she’s busy with her boyfriend. I’ve told her before that I felt bad with the way she treats her animals now and she just tells me I don’t know anything. I want to report her but dont know if anything would even realistically come of it

She got mad at me because I didn’t want to meet up with her for my dog to play with him the 1 day she went to check on him because I don’t want my puppy (4 months old) to learn his bad behavior and get fleas. Her dog is covered in them

Her sister does take him to the dog park once a week to get socialization with other dogs
