First year shoes New ?

My 17 month old twins been walking barefoot up until a week ago, I’m using their sister’s shoes which fit them perfectly. And are like new.

Some of the family members are saying they need new shoes and not used, especially their first year so they don’t have any walking problems. I’m not willing to spend almost 200 worth of new shoes that are going to be used for a season. Is it mandatory to have new shoes?
