Should I wake my newborn to eat?

My baby is 3 weeks old and it's been 4 hrs yet he doesn't want to wake up to eat. I've ticked his feet, ticked his side, and wiped him with a wet wipe he just won't wake. He was born 7.7 and is now 7.13.

My second was very hard to wake. We would get her fully naked, run our hands under very cold water, dry them off, and then put them on her back and belly. That was the only thing that would consistently wake her.

I was told as long as they are at birth weight by 2 weeks you don’t have to wake to feed. I guess it also depends if your are BFing or formula also. You want to BF every 2-3 hours to establish a good supply, but if formula I wouldn’t wake.
