Are some babies just cold?

Question

I try and follow the guidance each night on how to dress a baby according to temperature but my 12 month old always seems so cold, and I end up putting the heating on.  He wakes up a lot and his chest and back are cold. 
Is this normal? Are some babies just ‘cold bods’ and some are ‘hot bods’ 
Pre baby I was always cold, not sure if that is something you can pass down lol.

I myself feel the cold bad and always want the whole house to be nice and toasty - hate the feeling of being cold and tense and just like shivering. I'm saying this as I am aware I'm probably not the 'norm' when it comes to this but from my baby classes I remember thinking their recommendations for temperatures for sleeping were absolutely crazy and  way too cold. Like they say have the room cool but then also you cant use any thick duvets for safety obviously. So if I think it's a bit chilly in the air and wear a pyjamas and crawl under a thick duvet - how can they possibly be warm enough with small bodies, thin pyjamas, and some thin blankets or sleeping bag, it just doesn't add up to me. So I definitely heated the house nice and toasty from her first winter.

I’m not sure but my baby is always hot! He gets it from his dad. His dad always has a higher than normal temperature and just generally feels temperature differently. Like it could be freezing and my partner is like “oh, it’s cold? I couldn’t tell” 🤣 Earlier I touched my baby’s feet to check if they were cold, and they were but they were also sweaty? Idk man…
