Is this toy safe for a 14 month old?

My mother-in-law bought this for my daughter for Christmas. She will be 14 months old then. I told her that I think it's a little too old for her and that it says small parts/choking hazard. Plus it is marketed at ages 3+. She insists that everything in her is completely safe and there is nothing she can choke on or swallow.

Does anyone on here have this toy? Do you think it's ok for a 14 month old? Would it be better to get her something else instead? I feel like every gift my mother-in-law gets is for ages 3+, 5+, etc. We're constantly telling her she is buying stuff that's too old for my daughter but she doesn't listen. I have so much stuff that's been set aside for when she's older and as cute as this is, I'm done setting stuff aside. I've run out of room.
