Breastfed baby sleep

4.5m old is waking up constantly throughout the night wanting to nurse. Mostly seems like baby just wants to pacify on me, but baby won’t take a paci. Diaper output is fine. Is this normal or is my baby starving? She will fall asleep while latched on and slip off then every time I lay her in her bed she cries and we have to start all over.
