Any generic/ cheaper brands similar to water wipes?

My daughter is very sensitive to wipes (have tried Huggies natural care, pampers sensitive, parents choice ultra sensitive, honest company wipes, and hello hello wipes) all have caused her to get bad rashes (I know it’s the wipes because after the rash starts I switch to a peri bottle and washcloths and it goes away) I haven’t tried water wipes yet but assume they’d work. But I know water wipes are expensive and the packs are pretty small. So I wanted to see if anyone knows of any brand of wipes identical/ very similar that is cheaper.

You can always use cloth wipes. You can buy a pack very cheap. Just wet them with the sink or a spray bottle, then toss in the laundry to wash and reuse. Easy peasy.

You can always just do wet paper towels. They just dont have the scrubbing power of the wet wipes. 
None of my babies can use baby wipes 😭
