11 month old has hoarse voice - normal or not?

I have a bit of an odd question! My husband and I have noticed that our almost 11 month old has had a hoarse/raspy voice for the last few days. She’s not coughing, has no fever and no signs that she’s sick. I’m wondering if this is a “normal” enough thing for an almost year old baby to have or if it’s cause for concern? We are thinking it means that her daycare provider just lets her scream and cry all day, which I hate cuz it most likely means she’s not getting enough attention. We don’t let her cry it out at home and she never cries here for an extended period of time. We are switching providers and next week is her last week. Any insights would soothe this worried momma’s mind!
