Am I wrong for telling my daughter she can't wear makeup?

My daughter is almost 16 and started experimenting with makeup. Her step mom bought her some for her as an early birthday present. I didn't have too much of a problem with it until my mom's husband commented on it. I don't like my mom's husband. He's a registered sex offender and was caught masturbating while face timing with a 12 year old and then was charged with sexually abusing a 14 year old. He's a terrible guy but my mom has known him her whole life. She cheated on my dad with him and it's clear he isn't going anywhere. So I just don't allow my kids to be alone around him. He told my daughter she looked like a woman and rubbed her arm and I snapped and yelled at her to wash it off now. I definitely think I was harsh. He had just never stared at her that way. She cried about it and I feel bad but now I feel weird about the makeup stuff. I drove by her dad's house. Gave her step mom the makeup and told her she's too young and never buy her anything like this again. I am thinking about how I acted and I shouldn't have taken my anger out on her step mom or my daughter. However I don't want the creep looking at her like he did.
