He didn’t say it back

My boyfriend and I broke up this week but he had plans to visit me before I leave the country. We are long distance. I am from america he is from italy. I am currently in France and I am traveling back to my house in Italy today, and i leave for america the 30th and he is staying with me starting today. We’ve been arguing and I ended things a couple days ago over the phone. Yesterday we started to get along better and I had been considering giving him another chance when we talked and saw each other. Maybe. But this morning I told him Ti amo (I love you in italian) and he just responded with 🥰🥰🥰. I got pissed because he is refusing to say it back. He said he’d rather say it when he sees me. I feel like this breaks the unspoken rule that you say it back always unless you don’t mean it. I have become really furious and ended up telling him how hurtful it was and how he shouldn’t even come anymore. He hasn’t apologized. He just stands by the fact that he will say it when he sees me. I still feel this is wrong. He is supposed to arrive at my house an hour before me. I don’t know what to do. I told him he can stay in the guest room but I have nothing else to say to him. I’m about to fly back to Italy and he’s already set to leave for my house in an hour as well. Am I overreacting? I feel like this is wrong of him but I don’t know anymore.
