My 7 year old has had a horrible pain

My daughter has had pain in her feet and legs since May. It started with her feet first and now in June it has progressed to her legs. When I first took her in the drs office they took some x-rays but everything came back normal. And said it may be “growing pains” I took her in a second time about 3 weeks ago because she had leg pain all the way to the top of her leg and the dr made her jump once and said she wasn’t concerned since she was able to jump. This past weekend we were at a party and she started complaining about her feet again saying it was her boots so I let her take them off but it’s now Monday and she hasn’t been able to even walk up and down the stairs without my help let alone run, she’s just been playing on the couch. She says her pain is at an 9 out of 10. Should I take her in a 3rd time ? Should I go to the ER this time ?
