Should i report this person with a criminal record at my apartments

I feel conflicted. Me and my boyfriend live in really nice apartments. We pay a lot for rent and management really keeps up with our apartments. These apartments do not rent to people with a criminal record. They make that very clear. We have a neighbor who moved in two months ago and my boyfriend has conversations with him sometimes. He's deaf and I could tell because of the hearing aid yet really young. Like maybe 24 at the oldest. They were both vaping outside and he was talking to my boyfriend about his criminal record and my boyfriend told him he thought our apartments didn't rent to people with a criminal record. He said it's his JUVENILE criminal record so it's sealed away. I could hear their entire conversation about him being in and out of juvi and fighting a lot in school because he was bullied a lot. Especially for being deaf and he said something like "People underestimated me. I may have been deaf but I would crack skulls if people fucked with me." I was telling my boyfriend we should report him to the office because people with criminal records aren't rented to here. I think my boyfriend is being biased because they've become friendly but he says it's not really our business. We pay a lot of rent here. To not live next to criminals and he's not supposed to be here. I'm not saying people with a criminal record shouldn't get a chance but when you fuck up like that there are prices to pay and part of that is not getting to stay in luxury apartments. I don't think just because he found a way to cheat the system that he should be here. I think my boyfriend also feels like we should mind our business because he's disabled but why is it ok for disabled people to commit crimes but normal people have to fill the rules?
