Toddler and rough play

My 3 year old toddler plays great! She shares, plays pretend, cares for her baby dolls, and plays Barbie’s. I just noticed when we hangout with her cousin who is 4 she gets so excited and can’t control her self. She is a little rough. Pulling, tight hugging, and always wants to play with what her cousin has so ends up tugging. All with a huge excited smile. Is this normal for toddlers? I’m a first time mom and my husband says she’s just so excited. Of course we correct her to be gentle and to give space but she is just all up in her cousins face! She’s 2yr 9m. Her cousin always greets her with a hug that takes both of them to the floor so could this be the door opening for rough play? Any advice on how I can better control the situation because I don’t want them getting hurt. Also my niece is the same size as my kid (my daughter is often mistaken for a 4 year old she’s so tall). My niece is a little rough too and doesn’t know boundaries but I want to correct my child because don’t want her to be like this with friends.
