Your apartment complex has rats, they know and don’t do anything expect put out traps.

Would you pay a pet security deposit fee for a cat since they’re known for being predators towards mice/rats?

regardless you’d still be on the hook for the deposit. you need to be doing things the right way bc if they wanted to take you to court or kick your ass out, saying “well they didn’t call an exterminator so I got a cat!” Is not going to hold up 🙄

Where do you live? Rats are a huge issue in major towns, construction areas, farms, etc. They need to be stopped long before they’re entering your home. 
Who puts out traps? The landlord or they hired someone? Pest control goes much further than a few traps (and traps are not sufficient for rats by themselves) and the entire complex needs to be on board, make changes, etc. Have you spoken to the landlord? What did they say? Have you checked tenant laws? Spoken to a building inspector? 
And no. I wouldn’t buy a cat to go after disease carrying animals that also are exposed to poisons.

No, go through the proper channels of reporting them. It sounds like you just want a cat and are trying to use this as an excuse to not pay the associated fees

I would pay for the pet security deposit just so they can't say you violated your lease. They are responsible for hiring an exterminator in situations like this, but you can still be held responsible for violating your lease. I would just like to let you know that cats are not great at rat and mouse hunting and killing. They like to play with them before killing them. So if you don't want a half dead rat being brought to you as a gift, maybe the cat isn't the correct route. Dogs are much better at catching and killing rats. But whether you have a dog or a cat is not going to be the permanent solution for rats. An exterminator needs to come and fill any holes that are in the foundation and walls of the building first and foremost. Then they need to put out poison traps in the basement, and preferably poison traps in each apartment as long as there are no kids or pets that can get to them. If your landlord does not take care of this, they should be reported to the housing department of your city. ￼

So you want to get a cat, that will then eat the rats that are eating poison?? No I wouldn’t do that. Talk to a lawyer, living with rats is not safe
