16 month old not walking

My baby started taking a few steps when he was about 10 months but as he got older he would only walk on his knees. Now as he’s 16 months old he refuses to walk on the feet and when he walks he falls over and immediately falls to his knees. Has anyone else gone through something similar ? What did you do to get your little ones to walk? I have tried all the tricks… hoola hoops, the towel method, the balls in the hands… everything. Someone helps a first time desperate momma out. 😓
