Anyone with experience with UTIs?

My daughter never has "UTI" symptoms and her doctor has been refusing to treat her because of that. Her pee stinks off and on, which is the one symptoms she gets I bought test strips on Amazon and they always come back that she has a UTI.

She doesn't drink plain water but she drinks probably like 4 or 5 full size big glasses of watered down juice cups (like half water half juice) each day which I think is more than enough for a 5 year old.

She complains of headaches on and off another way I know she has a UTI. Her doctor said "she doesn't meet criteria" meaning she doesn't have classic symptoms (she never does!!!) and that the test strips I bought are garbage but how can they be when she has a UTI and these say she has a UTI?!

I swear under treating women starts young!

So the last time I took her last week he sent her pee and it came back no UTI so I used the strip on her that night and it came back positive and when I look online at her result it says "colour amber (ABNORMAL). Appearance cloudy (ABNORMAL). Specific gravity HI (ABNORMAL)" but they saw MIXED BACTERIA on the report and he says she doesn't have a UTI?! She has bacteria in her pee! She has a UTI!

Should I take her to the ER to finally get treatment? That's what I usually do but the last time we went the doctor said that she has recurrent UTI and continuing to treat it will cause her to be resistant to antibiotics and she could get a superinfection. I said but if we don't treat it, she'll get septic and could die so... Which is worse, really? He said superinfection a can cause death and I said I've never heard of anyone dying from a superinfection yet so I'll take my chances.

Anyone have any advice? I asked them to put her on a low dose antibiotic last time and they refused so here we are two months later with ANOTHER UTI!

PLEASE HELP. I don't know what else to do.

UPDATE I'M TAKING HER TO THE ER. It's 9 at night and I don't want to risk her going septic.

Edit: we spent 15 hours in the ER only for them to tell us she doesn't have a UTI. I told them that she doesn't show regular signs and symptoms. They did blood work and no infection either so I told them she needs antibiotics anyway because it's going to come back. They refused to treat her.

Yes, I know she should drink water but either she drinks juice or nothing so what would you pick? I'm going to a clinic tonight. She complained of a headache again this morning and missed her fist day of school.

Edit: we were in the clinic for three hours only to have the doctor tell us that she doesn't have a UTI. I told them that she doesn't have symptoms like everyone else and that even if her tests come back clear I know she has one and needs antibiotics but they wouldnt treat her either!

Edit: we're back in the ER again tonight trying to get this treated. I finally got somewhere when I screamed at the doctor that if he doesn't give her antibiotics and sends her away without even giving her an IV I'm going to make sure his job is gone. So we're STILL here 4 hours later and they said it doesn't look like an UTI but I said AGAIN she doesn't have usual symptoms!

Update: we have been to two clinics and the ER twice now and not a single doctor will treat this. My ex is Canadian (no custody but visiting rights). We're going to one of their drug stores to see if someone will give her antibiotics and if not my ex is going to say he has a UTI and pacifically ask for the banana flavoured penicillin because I know how much she usually takes. Our healthcare system is so messed up and now my daughter is suffering for it. I've even been letting her drink cranberry juice straight because of this.
