If you knew someone that had dogs and doesn't feed them what should you do? We don't have animal cops around here and they are in a dog lot so I can't say they are running wild through the neighborhood. They are my BILS dogs. He feeds them left over scarps. And he just got to puppies for his teenage sons and they are chained up outside without any shelter and I'm sure they don't get fed as well. Who would I call?
