Parenting advice?

I am a mom to a rambunctious three year old girl who is becoming quite dependant. She has been asking for "me time" lately and I'm really nervous about setting her loose. The furthest I've gotten is letting her play by herself while I'm in the room. My house is spotless and her bedroom even more so, but toddlers will be toddlers and will find trouble. She sees a specialist because she functions at the level of a five year old and she told me I need to let her be 100% by herself for small increments in order for her to develop independence. I certainly don't want her attached at the hip her whole life but could the specialist be wrong? I attached a picture of her, not because its relevant, but because it makes me feel proud when I show her picture to fellow Momma.
