Baby still not sleeping well at night

Sometimes she sleeps all night (like once a week) but most days she's up 2-4 times. She wakes up and stars grunting, I give her time to fall back asleep but she never does. I know it's not tummy issues because she's super happy all day. We use the Merlins Magic Sleeper but I may go back to swaddling her since it doesn't seem to be doing anything. Any tips?
