Does anyone else's partner only put on a condom towards the end of sex?

I've asked him to put it on at the start twice now and he always tells me to wait, and in the spare of the moment I agree, I really freak out about being pregnant all the time and it's really stressing me out, how do I get him to understand this is important to me??! He's already had a child in a previous relationship and I don't want that to happen again ! It's like he doesn't care !?

Talk to him. When y'all aren't about to have sex so both of your minds are clear, tell him you're not okay with it and it's less enjoyable for you because you're too busy worrying about it. And tell him you won't let him do it anymore without one. 
My bf used to do the same and when I talked to him about it he said he didn't know it bothered me so much. So talking to him made him more aware and willing to start using one more often.

If you are worried about getting pregnant, then be straight forward. No sex...unless he has protection. It's your body and not his. Allowing him to do this when you aren't comfortable with it is kinda like him just walking all over you.

Make sure your expectations are known and stand firm in them! He won't respect them if you let him push you over again and again! My boyfriend knows there's absolutely no way we're having sex without one. I'm usually the one to grab one before we start! Make sure they're close by so that there's no excuse! :)

If it makes you feel any better the chances of sperm being in pre cum is super slim (it happens when sperm "gets stuck" and comes out in the pre cum when you're having sex a second time) and the chances of getting pregnant form that are even slimmer. Me and my boyfriend often wait to put the condom until he is close to cumming and we also track my cycle.  Irregardless though, sex should always be safe and comfortable for all parties involved. If it is a point of anxiety and stress then you need to clearly tell him you refuse to have sex unless he puts the condom on before. I know it's super hard in the moment and we all can slip up in the heat of passion but we have to move beyond our animal instincts and be responsible. Also- another option could be to use spermicide while you're having sex before you use the condom.
