Haven't felt kicks:/ but belly moves!!

I'm 20 weeks today, expecting my first baby. Found out we're having a boy:) I have not been able to feel any kicks yet but sometimes I'll look down at my belly and it moves!! Flat on one side and bulging on the other and some spots get really hard and others real soft. Is it normal that I can see the movement but can't feel it?
