Unaffectionate boyfriend.

Well my boyfriend is not very affectionate, he has spoken to me about it. He often will ask for forgiveness for not being affectionate. At times it is very frustrating, and I don't know what do do. He is out of town for a month with the military and I texted him said "Happy Valentine's Day my love 😘❤️I'll be making up for it as soon as you're home" he responded "I'll be making up for it too 😘" No happy Valentine's Day, nothing. I usually would never ever make a big deal out of this stuff but it's so frustrating. I've never been comfortable sending pictures, it's just not something I do. Lately I've sent him a couple and he doesn't acknowledge them at all. He'll ask for pictures every once in a while, but he doesn't say anything to me about it once I do send one. I'm not sure how to bring it up to him to him. I'm a very affectionate partner, I'm always scratching his head, rubbing his back, massaging his shoulders. I just don't know how to bring this stuff up to him. I don't want to make him feel bad.
