Confused about Birth control

So I just got my birth control pills for the first time and I'm kinda confused, I only have 21 " active white pills" and it says I should wait 7 days before I go and get the new pack. Does that mean my next pack will also only have 3 weeks and I'll be off again for 7 days? It doesn't make sense.
