HcG and progesterone ???

Ladies , sadly I've had my second miscarriage since December. Well I am 99% sure this is another miscarriage, my HcG levels were 326 last week and last night they came back at 71. I went to ER as my brownish spotting turned into filling a pad. After researching I've found low progesterone levels can be a cause for this... So I am curious, is anyone on these tablets ? And why aren't they available over the counter in Australia? And Why aren't progesterone levels automatically tested with HcG levels , why have I had to find this out through doctor Google? I go in tomorrow for an ultrasound to see if everything has passéd. A big part of me hopes that the baby is still there and that the HcG levels will rise again. This is wishing for the impossible isn't it ? Thanks for you time!
