Diapers leaking

For about a month and a half the diapers I got were doing well. Only leaking after being in them for 4+ hours, now they leak after only about an hour and a half. Its mostly around the legs. I've tried putting the insert on top of pocket, in the pocket, adding a second insert, adding a prefold or flat diaper for extra absorbancy, not using the inserts at all and just using prefolds or flats, adjusting the fit, washing a different way. They won't even feel wet enough to soak his clothes.
