Can someone get cold sores/fever blisters if they don't have herpes simplex virus-1 (aside from people who contract it from someone with a break out)

For as long as I have known about this (I have gotten for 30 plus years, I have always understood that cold sores/fever blisters are pretty much a break out from HSV-1. If you don't have the virus, you won't get cold sores.
