Adoption Or Fostering

I want to adopt my next child. Or my 3rd child. I was adopted and i want to change a childs life. If you could pick one , which would it be ?
Fostering-You take a child in for a period of time , get money from the state to pay for the child until he/she finds a home or is a certain age.
Adopting- You adopt a child , you take the child in like it was your own, normally you dont get state help, and you have the child/kid as part of your family, forever . 
AND BEFORE YOU SAY HAVE MY OWN, I'm not asking that. I'm asking for those of you who would foster or adopt . Which would you choose?
