Clomid question

Has anyone taken Clomid and had really good ovulations and no ovulations. I've taken 4 rounds of Clomid.  I've had two really good ovulations with progesterone numbers in the 2300 and above.  Then I've had two bad ovulations with progesterone numbers 449 and below.  In fact it's taken the sequence of every other month.  1st round ovulated 2nd round didn't ovulate took a month off 3rd round ovulated 4th round didn't ovulate.  Has this happen to anybody?  If so what was the course of treatment and did you get pregnant?  Thanks
