Frustrated with husband

So I like sex more than hubby. It's not that he doesn't have a high sex drive, he does. It's that he spends time getting himself off. Which is fine with me, except when he won't have sex with me. Last night I was tired and went to bed early. I woke up about 2 hours later only to find him in the guest bedroom, jacking himself off. Anyway, I guess I'm frustrated because it's been about 3 weeks since we've done anything and I've asked him numerous times. I'm always willing to give him a hj or bj, a lot of times without him even asking. It's not that I even want oral from him. I just want to have sex with him... ughhh what to do?
