Boy troubles 😐💞

So there is this boy that I have liked for the longest, he seems like he likes me we talk practically everyday in school, he's a bit mean to people but I can't stop liking him even how hard I try, a lot of things happens at school with him which just gives me even more hope that we could be together. However he's a really bad texter so it's hard to find time when we're not at school to talk and its spring break how do I already get him it's been 6 months do I tell him how I feel see he already knew how I felt before but I just sort of stopped Bc his friends kept teasing me about it and now since its been awhile I think he does like me I'm not positive caz he hasn't said anything should I tell him how I feel what should I do I don't want to get rejected
