Cosplay concent

Hi, I have a question. Almost a year ago when I was 14, I was at a cosplay convention. And while me and my two friends were all walking around (in cosplay) there was this guy from the same fandom as me and had a really cool costume on. My friends urged me to talk a picture with him. Mind you, I was wearing a 1940’s style skirt and suit jacket as Peggy Carter from the MCU. I walked over to the guy dresses as Bucky and asked him for a picture. He was probably in his 20s or 30s. My friend took my phone and then the man put his hand around my lower back for the picture. He was touching me and I didn’t know what to do. I was frozen and after the picture was taken I pretended nothing happened and walked away. Is that assault because he touched me without my consent?
