Is it weird for a hair to grow INSIDE a scar?

I thought that hair doesn't grow back on an area that was scarred. I have a keloid scar that has and it has a hair growing from it. The scar is on my navel. I just would like to know if it's normal or not. I don't think I need to go to the doctor for this so that's why I am asking.

No its not weird. Unless it's a very large/deep scar, it's not unusual at all for there to be hair growth.
