Have you worn clothing or have done anything that has rubbed that area a lot? If not then that could be an infection so I would go to the doctor.

Looks like a heat rash, just keep it dry and clean you want to avoid rubbing it with towels so air dry or pat it dry. You can also use a talcum powder. It you start to get bad smells from it I would see your doctor.

Is that your groin or arm pit? It looks like a possible fungal infection or a nasty sweat rash. I would pop to the doctors for that.
