My 5 month old has tiny red bumps all over chest, stomach and waist?

It's in weird clumps of bumps.. They're not big, they're tiny. What could this be???

It could be lots of things, laundry soap, heat rash...food allergies.. Keep an eye on it. Does the baby scratch or fuss?

Can be a heat rash or my son still gets a whole bunch of red bumps when fighting off a cold. He's now 6 years old.
