At my wits end!

I have a 9 y.o. beagle we've had since he was a puppy and he has always been well behaved. Until now. He constantly tears into the garbage and leaves it from one end of our house to the other. I am at home with him all day so he gets tons of attention his food and water dish is never empty and I don't know what to do anymore. Also if anyone can tell me how to get the garage smell out of my house that would be helpful too! I've scrubbed and cleaned. Sprayed Lysol, febreze, sprinkled baking soda, melted wax melts and I still smell it underneath all that.
