Either go to the store and start a registry, or start one online and then go to the store and ask for the registry bag.

Are you talking about the welcome bag for baby?  Create a registry with target then go in stores to the customer service desk, print out your registry and they'll give you a welcome bag :)

When I registered at target they just gave me a gift card for 25$. I didn't get a tote

I started my registry in store and they never gave me one, so I sent an email asking how to get the welcome bag. I was told just to go to the store and ask for one. Easier said than done. I had to go to a few locations because a lot of them were out. Not a big deal because it's not like I needed it asap or anything. I did end up finding a store that had them in stock. Just walked to the customer service area and asked for it.
