Doctors appt left me confused

So I went in for my weekly check up and I'm currently 36 weeks. He gave me an internal exam and he goes huh? I go what do you mean huh? He said he couldn't feel my cervix because his head is in the way... basically what I got out it is that he could feel his head through the vaginal wall and it's blocking my cervix so he can't tell if I'm dilated... he just kept saying he's really low and then he'll see me at my next appointment. Has anyone heard of this?
