Should they punish this mother who wasn't watching her child ?

There was a lot of people saying no the mother of the child who got in with the gorilla shouldn't be punished because accidents happen and kids get away. Okay. Well how about this situation? This mother wasn't watching her child either and her child could have died. Should she be punished ? It's hard to see, but the toddler is on the ledge outside the window that is a long ways up.
