Do babies "drop" if they are in the breech position?

I asked my doctor this at my 36 week appointment on Tuesday and he said yes. I was 0% dilated and he said that was good because baby still has lots of room to flip still since he hasn't "dropped". I also asked if you can be dilated in breech position, he also said yes. So normally I would be disappointed if I wasn't dilated this far along, but very good news with a breech baby still!
