Should red Cross apologize for this? Do you think it's rasict?

People are calling for red Cross to apologize for this photo, they are calling it rasict. The photo is about what's okay and not okay to do at a swimming pool. There are 2 arrows pointing to white people saying "cool" as in they're doing what they are supposed to. The 5 arrows pointing to 6 kids that say "not cool" because they are doing something wrong. 3 of those 6 kids are black while the other 3 are white.
